Job TitleProject Controller

PURPOSE:

Performs accounting duties of a complex nature requiring advanced professional experience, knowledge and competency in accounting principles and practices.
ENTRY QUALIFICATIONS:
Bachelor’s degree in Accounting, Finance and Business Administration. CPA preferred. Seven or more years of professional accounting experience. Computer skills with knowledge of word processing, spreadsheet and financial analysis software. Experience in implementing accounting systems, methods, procedures and controls. Strong knowledge of policies and procedures, organizational structure, and relationships between functional areas. Demonstrates ability to work independently and to solve non-recurring problems. Demonstrates leadership ability and proficiency in mentoring, thinking creatively, and project planning. Demonstrates ability to effectively communicate information to appropriate parties.
TRAINING REQUIREMENTS:
Local Operating Procedures, Safety Program, C.PA. Continuing education, Advanced Personal Computer and Systems Training, Cross-functional training through special projects.
RELATIONSHIP RESPONSIBILITIES:
Supervisory duties, provide leadership, and serve as a mentor to lower level accounting personnel. Reviews progress and work for accuracy and timeliness. Ability to identify root cause of problems and develop alternative solutions. Anticipates potential problems and proactively solves complex problems using internal and external resources. Uses creativity and independent judgment to solve problems based on principles, experience and constructive thinking. Finds creative solutions to multi-faceted or time-sensitive problems. Teaches problem solving and creative thinking skills to less experienced staff. Performs assignments that are usually broad in nature and require initiative, judgment and creativity. Regular internal and external contacts to furnish or obtain information and resolve problems.
SCOPE OF RESPONSIBILITIES / ACCOUNTABILITY:
Typically has impact on budgeting, controlling costs, planning, scheduling and procedural changes. Works with little supervision. Reports progress to manager. Operates with latitude for unreviewed actions and decisions. Has supervisory responsibility including hire, fire, performance and salary review. Probable errors may be serious involving losses such as improper costs, failure to take discounts, overpayments, etc. All journal entries are reviewed to eliminate errors on Financial Statements as well as review of spreadsheets, reports, comparative analysis, and participation in meetings. Errors may involve major expenditures. Effect usually confined within the company.
WORK ENVIRONMENT:
Spends 100% of time in an office environment.

PHYSICAL DEMANDS: Frequent sitting and operating computer. Stressful environment involving deadlines and frequent contact with internal and external personnel.
E/N Duties and Responsibilities
E Understand the fundamentals of project financial management using WBS structures as profit and cost collectors.
E Create and maintain project networks to track and plan office direct labor and material costs.
E Create and maintain project billing milestones.
E Set-up billing sales order documents based on the payment terms and schedule defined in the customer contract
E Create and maintain project billing plans
E Understanding of the difference in commercial terms (Cost Plus, Unit Rate, & Fixed Price)
E Create project specific and customer specific pricing agreements for reimbursable scopes of work
E Create and analyze debit memo requests for earned reimbursable scopes of work
E Create and analyze billing request documents for earned fixed price milestones.
E Assist the Project Manager in managing project AR including obtaining supporting documentation and following up with customer AP personnel to ensure that invoices are paid within the terms defined on the contract
E Analyze project actual, committed and planned costs at a very detailed basis to assess what the appropriate EAC should be on a monthly period basis.
E Analyze production progress reports to understand actual progress and areas where commercial deliveries in the future could be at risk.
E Understand the potential magnitude of remaining scopes of work based on current and past performances (Productivity).
E Assist the Project Manager in the identification, assessment, and development and management of mitigation plans for project risks.
E Understand project scopes of work and identify when project scope changes have occurred
E Assist in the development and execution of internal and external project changes.
E Analyze actual cost and understand if improper cost allocations have occurred.
E Challenge product Work Package Leads on financial and delivery data if necessary.
